    I was trying to install optifine, but I believe I did something wrong... I cannot find where to open it with Java(TM) SE Binary. Any Tips?

    It should be the default option, if you have Java installed.

    What happens when you try and open it?

    Just install forge for that version, then create a mods folder, and drop it in. Run the forge version and there optifine installed.

    It won't work with any of these default openers. I updated the version and it still doesn't work. It also hasn't popped in as a default option.

    how do I find the forge version of optifine?

    You shouldn't need a special version of optifine to install it with forge.
    When you click on "Chose default program" do you get a list of applications you can open them with? If so, Java should be there.
    [I don't have Windows 8 so I don't know what everything does]

    I get a list of applications I can open them with, (Shown in pictures) But Java Isnt there :/
