    Question: Why exactly was he not banned? Very solid evidence of a speed/no slowdown hack.

    We cannot be sure that it is not a visual glitch. If he did it multiple times, we would be more inclined to ban him.

    He was doing it the whole game. And I am pretty sure this can't be a visual glitch... Multiple people saw it and reported him.

    We cannot judge his actions the entire game with a 8 second clip. In the future, include multiple clips if the hack can be disputed as a visual bug.
