    Add cattle ranches.

While there are certainly other ways that this could be done, this is the one that jumps to my mind at the moment. They would be like cartels. Players could take them over and farm cattle there to gain money. Once established, other players could take them over or steal some cattle (by robbing a farm hand villager or something similar). This would be quicker than taking it the place over, and could be done by teamless players. It would also raise your bounty. I'm surprised that this wasn't already in Beta. It's classic wild west. When I think of it, I think cowboys, gold, and cows. :V

Make doing illegal things raise bounty.

Not just killing players, but everything! Doing drugs, for example, should raise your bounty. Robbing villagers (not sure if it does already) should raise your bounty. etc.

Make certain Sheriffs are powerful enough to do their jobs.
I don't know what is in mind for Sheriffs, but I think that like in all the classic wild west movies / stories, one Sheriff should be enough to bust a gang of thugs. You shouldn't need a gang of Sheriffs to bring in one gang. Sheriffs should be feared by the criminals. Make sure that they are sufficiently OP.

    Don't have a bounty leaderboards.

If you are going to have a leaderboards for something, whatever you do, don't do bounty. It would be WarZ all over again. Kill-farming of noobs and other undesirable things will be rampant. I'm already seeing signs of wanting a HUGE bounty because people want to be known. This is not good. Something has to be done (other than no combos) to make sure that this server doesn't end up like WarZ. This is one of them. I wouldn't even mind if kills weren't tracked. :V

    UPDATE 2/5/16:

    Add a /trade command, not a /shop command.

A /shop command is by far more suited to survival pvp with it's massive economy and mega monopolies. This isn't the industrial revolution! This is the wild west, where traders come and go, stuff is done under the table, etc. A /trade command is better suited for wild west, as players can engage in trade on a personal level that would suit the server better than a /shop command. What's the difference between these two commands? /shop can be executed anywhere to access a shop with multiple offers. /trade can be executed only when near another player. The two must agree to engage in a trade (/trade accept or something). The trade only includes what the two players put up for trade. This often involves money, items, or a combination of the two. This shows up in a crafting table like interface that both players see on their screen. Once a player is satisfied with the trade, they can select an option on the interface (green wool in my experience) which shows that they are ready to trade. This shows up on both players screen. When both players are ready and have selected the green wool, a timer counts down ten seconds during which either player can back out one final time. After the time is up, the items and money are transferred instantly to the players.

Lower the conversion times. (For drugs mainly.)
I think this goes without saying. It takes FOREVER. It's no fun at all having to wait for 2.4 hours for 30 stacks of wildgrass to convert. Here are the options I can see that can fix this issue. I'm assuming that the conversion time would be ten times as fast, because that seems reasonable to me. I'm not willing to wait 2.4 hours to make a buck, but I am willing to wait 14 minutes to for so much grass to convert.

    1. Raise the prices of everything (10 times?) and make conversions 10 times as fast. (Not recommended.)
    2. Keep the shop prices the same, but lower the selling price of drugs/ores (by a factor of ten?). I know this sounds a bit extreme, but it will be more engaging to players than just sitting for hours at a converter just waiting to be killed be some randy with a gun.

    UPDATE 2/6/16

Raise the amount that bounty goes up for killing players/doing illegal things.
Right now people be like "Bounty... I want it!!!" Other than the whole reputation thing, bounty should not be beneficial. Doing illegal things should come at a risk. Sure, you could get ahead if you are good enough, but if you get caught, it should be worse than it is already. The bounty people accumulate is pretty low at the moment. People go on killing sprees and within a minute, they are out of jail. I say drastically raise the bounty so people stay in jail a lot longer. Before you object, read my next idea.

    Make the jail more interesting.
This ties in with my last idea. I think it would be cool if hardcore criminals actually paid for their crimes with some decent jail time. However, I wouldn't want them to be simply breaking stones all day getting bored. The jail could use an overhaul to make it more interesting. Part of a sheriff's job could be to keep an eye on inmates. There could be jail-breaks, drug dealing in the jail, prison riots, etc. These would be part of in-jail quests. (See here and here for more on quests.) The Sheriff would get some sort of reward for stopping these events. This would add a whole other dimension to wild west.

    UPDATE 2/20/16

    Add bar fights.
Credit to @crazybombguy for idea. Can't believe I didn't think about this before. What would the wild west be without bar fights? It would fit perfectly with the server's theme. This could perhaps be an ongoing minigame of sorts that players could join in bars via a /barfight command. It would be a pvp match that takes place in the bar. Players who type the command in bars would temporarily have their items and armor removed. The players would be affected with nausea (because they are obviously drunk V: ) and given a few beer bottles (splash potions of damage or something else code-able?) to fight with along with their bare fists! Players killed in bar fights would not loose their items or their wallets. They would respawn outside the bar and be launched upwards and away from the bar (similar to how one is launched by a sponge in other servers) as though they were kicked out of the bar. They would have to re-enter the bar and type the command again if they wanted to rejoin the brawl. This could be purely a fun minigame, or, if quests are added, they could be used to fulfill certain quests. There should also be a way to track the amount of players defeated in bar fights. For each player defeated, a player would be given a small amount of cash. This could raise bounty as well, but if it did, it would not raise it by very much per kill. Sheriffs could also stop bar fights by shooting the participants or something. :V They would earn some sort of reward for this. This would send them to jail instead of respawning outside of the bar. When a many players join a bar fight (10 or more?), it could announce in the chat something along the lines of "A MASSIVE BAR FIGHT IS TAKING PLACE IN [Insert town name here]!!!" This would also be a requirement to fulfill a quest, and would serve to draw more players in to join the chaos as well as alert the authorities to attempt to stop the riot. Kills earned in large bar fights would give the participants more money per kill as well as raise their bounty more. Sheriffs would also get a bigger reward for shutting the bar fight down.

    Why was this locked? :v

Anyways, shares are suppose to have op sheriff guns to make doing their jobs easier. However, they've yet to be added to the database *cough putty cough*

Sheriffs can also upgrade their armor from prot 1 iron to prot 3 via gold.
