Idea ELO boosting

We all know it's goddamn annoying that people with alts are elo boosting to the top with their 20 alts. I seriously can't process the thought on how you need the attention of getting to the top this way.
I got a plan to stop that in two ways.

One day limits:

• You can't kill the same user within the same day limit. Plain and simple, no hard elo boosting on the same character.
• Only issue with this is that you can't kill the same user in teamfights.

Lesser and lesser amounts for killing the same player within a day:

• You kill said player, okay, reduce next kill of same player by 50%, then 75%, then reduce to the number of 1.
• Fixes the issue of not being able to farm the enemy in teamfights constantly.

What do you guys think? Lots of issues upon this concerning topic.
