Couple of enchantment/feast tweaks

Enchantment:
- Embed lapis in all enchantment tables. One feast strategy is to grab it and go, which is take the table and run.
- Reduce the number of XP bottles found in the feast. I got a fire aspect sword through that, which is really OP.

Feast:
- Get rid of the slabs. It disorientates people, and I don't see the point in having it
- Remove the bonus feast coords and have it spawn at a random location. Since the border doesn't shrink anymore, let the bonus feast spawn at a random place on the map, and remove /bonusfeast

One more thing: Have the feast be announced at a random time between 16-22 min after the game starts, like how it was on MCPVP. This way, werewolf isn't a completely horrible kit + allow the outermost ring to have more use (explanation below). In this case, replace the feast timer with elapsed time.

How does the outermost ring have more use? By not telling people when the feast is, they wouldn't be able to look at the timer and go mine for full iron before going to the feast and winning it easily. Thus, people will have to rely more on the outer ring to get prepared.

Having the feast spawn at a random time gives people the element of surprise + anticipation. Besides, most new players mine straight away anyway
