Premise: A list of people who sheriffs may shoot on sight and arrest in towns. All measures may be taken to ensure capture either alive or dead.

Technicalities: this list would be kept on Google docs or slack. In order to get on this list, the player must:
Kill a sheriffs on two spectate occasions within a week. Sheriffs returning to a base after being killed and being killed again doesn't count, neither does killing two sheriffs in the same base. Sheriffs must obtain proof of this. Then, at least 3 sheriffs must approve the addition. Lord_Roke will have veto power. Once added, this player remains on the list for the next week. Come the end of the week, the player is taken off. No kills of sheriffs count during the week.

I don't think this should be a thing. Many players kill more than one sheriff within a single hour. A week would be way to extreme to have kill on sight for them. That would make it unfair for them. Also, many people who don't look at the forums won't know about it, most likely leading to many calls of "abuse".

Sounds interesting, but I would prefer that this all take place in-game. They would be like a super-rogue or something. They would have to be notified of their status, and their should be some incentive to do this as well.

Now this could be a thing. Now if you guys played "Tom Clancy's The Division" and did do a bit of pvp on there you'll know 2 things. 1 being that when you deal enough dmg to a person you become rouge. Once rouge a skull icon will blip on the map every 5 seconds or so showing every player your location. 2 after you kill 5 people you go on manhunt. This is where the skull icon stays active all the time and everyone will know where you are at all times.

With this said I think this could be implemented into Wild West. After killing lets say "10 people" as a example you'll get put on manhunt. This would allow sheriffs to KOS you and or arrest on sight in towns. Now either you can do this with kills or a high bounty, but I think kills would make more sense to me. Now how long should "manhunt" last for? I think a good 10 mins. Making you have to hide out at all times when you get put on manhunt.

Now for rewards for people that kill someone that is on manhunt could be
1: Heads are worth 3x as much. So if a head would normal grant 1k g now it would be 3k g.
2: If a sheriff kills him they'll earn 5k (maybe more) upon killing him. (Giving sheriffs the nudge to hunt him)
3 Handcuffing him rewards more money than killing him. (If you do get cuffed and ticketed you can't pay off the bounty)

Also maybe add in a thing that tells the location of a person that is on "Manhunt" like every 1-2 minutes it will alert the sheriffs his current position? Making him have to travel around the map to avoid being caught/killed?

And to counter the "Let me store my armor and valuables and kill myself or let the sheriffs kill me or my friends then they can bail me" attitude. If a person dies or gets cuffed on "Manhunt" he isn't able to be bailed and the bounty he had is doubled. Adding in the danger of dying/getting cuffed.

Now there could be more I could add, but I'm tired and need sleep.

Anyways thanks for reading and if you got any more ideas that could add on to this feel free to reply to this and I'll add them into my idea list here. As always thank you for taking your time and reading this!

This is an excellent idea. To make this more interesting, maybe illegal activities will pay more when you are the perpetrator of a manhunt? Drugs will sell for 1.5 times more. I believe player tracking will be implemented in the future and added to compasses. There should be a manhunt section on the compass to track all who are in the state. Additionally, I would make there be a set reward for killing the player equal to the increase in bonty so that his friends can't earn money from farming this. I think that if a player kills ten people without his or her rogue timer running out, their bounty should be raised 10k and there would be a 10k reward for killing the player.

    Replying to the original post:

Creating an arbitrary and vague system like this would be a disaster.

Sheriffs should not be given the power to arrest or kill a player based on the fact that they have been illegal in the past. Present actions alone should determine present Sheriff Response.

Additionally: No one keeps track of this information, nor would they be able do so effectively. "How often each player Killed a Sheriff" in a week. There would be so many arguments and trolling and raging over this. There are many more issues with the proposed idea that can be brought up if it ever sees the light of day.
