    I was thinking of 2 suggestions that may help the server:

    1. Unlocking Horses - So I was thinking there could be two types of ways that you could unlock another horse. A horse could possibly be unlocked by killing a player so if a player dies you should be able to steal the loot inside and take it as your own. The 2nd way could be using a "lock pick" found rarely in chests or in the shop for possibly 750 gold.

    2. Use for cartels - I was thinking that cartels should have use for owning them. Cartels should have like a 15 x 15 (If this is too OP you could make the regrowth time really long) farm of whatever that cartel is, and cartels should also have a drug processer in them. This may seem a little OP but there would be a ton of competition and if you still think this is OP then you could make the drug dealer really far away from the cartels

    Upon killing the player you could easily kill his horse and take what it drops. Lock picking peoples horses would be stupid cause you would only be able to do it in towns. Most people put away horses while processing/mining. So I don't see the need of this or that's just me.

    This would be really really really really op to have. A powerful enough team could own the cartel and keep everyone away. Albeit with sheriffs going to them you could easily process -> store -> collect more -> process -> store. When you see a sheriff drop all the drugs no the ground and let them handcuff you and inspect you. Thus you have no illegals thus they can't arrest you. All you have to do is walk 2 blocks and farm more once the sheriff is gone. So in my opinion this would be way to overpowered.
