scavanger is a useful perk, but i think it could be improved if scavanger refilled your lethal and tactical, it would be that every 2nd to 3rd kill that you would get 1 lethal and 1 tactical (if you have them) even though lethal and tactical are useful they can only be used once to twice which doesn't give you that much use even though when you die you get a refill of lethal and tactical you shouldn't have to die to have them refilled.

Not a good idea, you can become to op if you just have to kill a guy 3 times to get more c4, not a good idea at all

The concept of killing a guy to get a perk itself is not a good idea, you can just camp and put tons of c4 everywhere and kill whoever comes in.

you would have to get enough kills to get the c4 also it would only refill whatever lethal and tactical you have so if you had grenades and molotovs it would refill grenades and molotovs.

Well in the real cod the kills you get with lethals dont give you ammo or another lethal / tactical whatsoever so i think this would be good but it would have to have different "killstreaks" for different things, for example a grenade could be maybe 3 kills, a tomahawk 4 and a c4 maybe 8?

Lol nope. Makes donors crazy op. But it would be fun to cover the map in c4 and be throwing infinite flashbangs...
This gets rid of most of the point to donating. Most people end up getting at least a 5 killstreak each life. About as much as a "lol nope" as the original idea.

Well I'm stating this point as a donator who has bought everything in mcwar. So I've bought one tomahawk, which is very fun. Scavenger should refill it or even if it doesn't refill it with kills it should be that you see where it landed after you killed the person/missed and you should go over there and pick it up. Only the player that threw it should be able to see it and even pick it up for that mater.

That'd be so op. Could you imagine unlimited grenades? I shudder at the thought of it.
