Question: Is it a rule to report somebody for false claims, and the person who got reported got banned, muted, or kicked. Is that a rule?

It depends on the situation. False reporting in-game using our report system is not something we punish for (with the exception of spamming the same report over and over again), because not everyone has read our rules, and not everyone can detect hacks successfully.

However, any attempt to falsify evidence to make it look like someone is guilty is against our rules, and will be met with a severe punishment. We have not perfected the detection of these false reports, but we are pretty good at finding out.
