    So, my quest to the snow has stopped at Elektro. I went around, looking for P90, AWP's, etc. but honestly, does Tier III stuff still spawn there? I found M9 and AWP, but that's it.
    Lock when answered.

    It takes a little time, but you can get p90's, m1014's, m9's, and MSR's there.

    As said above, if you're going to stop and loot in places such as the Elektro, you gotta have patience, you're only going to get stuff such as P90's pretty rarely.

    You will not find a Tier III Sniper there. The zones typically spawn Tier II weapons, with Tier I Snipers. Ex: Gas.
    The reason being that Snipers are very deadly. So in a zone III you will only find a tier II Sniper and so on. Common places for Tier IV is in a tier V Zone. Locking, question answered.
