That's not blink... There's a difference between lagging and blink, since you lagged, you teleported/moved instantly and this happens many times when someone is lagging. If I'm correct, you can't get banned since this wasn't actually blink.

 

You're well known for being a skilled, legit player. That should count for something whenever that is seen, you should be fine though. :3

To be honest that 100% looks like blink, I think he caught you perfectly.

 

There's a difference between blink and lag...
If he's standing there for a long period of time, he lagged out for a bit and the game caught up with where his positioning is.

 

You basically described what blinking is, the player stands still and then teleports. Exactly what happened in the video, I'm not trying to argue but I've seen first hand what blink looks like and that's exactly it. If he was lagging it would've been more of a timer looking thing. He wouldn't have teleported through the ground in an instant.

 

You're fine. The same thing happend to me. I was lagging and I lagged around Soccerfan and he called me for blink. I'm still here so either the report was denied or he didn't record me.
