    Really like the concept. I agree, the numbers can (and should) be way higher, but don't focus too much on the kills. For example, if you made archer's recovery number wayyyyyy higher, then there would be one heck of a lot more archers actually playing objectively (oh my gosh, the very thought of it excites me xD). Otherwise you'd get archers killfarming more than they already are, and that'd be horrible. Heh, heh.

    More examples:

    Since heavy is rather tanky and is a pretty decent all-round class, you should balance out the numbers of its requirements a bit; don't make all the numbers the same, but let them represent an equal amount of playing time to each other; for example, in the time it takes to get 30 caps, you've probably killed at least 150 people or so, and earned around 40-50 recoveries (or much fewer if you focused on offense entirely).
    (@Lord_Byzantine idk you're the only heavy main I know of / can think of atm (edit: I don't even know if you're a heavy sorry for not knowing you ;-; ))

    Ninja and assassin would be more like recovering classes. Ghost caps are cheap, so please don't make caps the requirement to master ninja. And then of course assassin specializes in flag room recoveries (the same could be said for pyro).

    And then soldier, of course, would be a very-high-number capping class.

    For medics, though, there should be different requirements entirely. Kills and captures are pretty good, yes (recoveries are more iffy in my opinion), but medic was designed as THE support class. Perhaps put an insanely high number on how many players the medic restocks, and maybe also flag carrier heals/restocks. The number should be high both because it's easy to do and it promotes the playing of medic more often.

    The more I see the reasons in this stuff, the better it sounds. +10 on the idea.
    (About XP system: that stuff is way too indirect and doesn't set real goals. This method kind of combines achievements and XP, making it just plain good.)
