You should try locating to another town, and if you have enough money you can go to the conductor and get a ride to Frisco, if not then you can mine/get drugs and sell them really quick.
You probably don't need that many drugs/ores considering the train ticket is only 500 pounds, so just get enough money to get a ticket to Frisco ;).
