Idea Teams: Referee Rank

Before we get started, I want to point out that a while ago @Gam_92 made this idea while ctf was on mcpvp, so I do not take credit for this idea, just want to bring it up to discussion as it is important. Also, this thread is not intended to harassing or criticizing anyone, just to point out the need of this rank.

What is the Ref Rank?
The referee rank, in concept, would be able to ref or help ref any team matches. Also, another part which the ref rank can do, like the mods, is setup maps, whitelist, switch players, delay timer, et cetera on the match server. It would be there mostly for a backup for any match which any mod can not make or the mod that signed up to ref is not able to ref due to last minute reasons.

Who would qualify?
Obviously I am in no authority to say if someone is qualified for any position, but I am aware that there should be qualifications and applications for such a position. These people should be well aware of the team rules and guidelines and how teams work. They should also be trustworthy and responsible. Furthermore, similar to mods needing to record any suspicious players to check if they were right in banning those players if they appealed, the ref's should record the match they ref or any part of it which they believe a player/team should get a strike. There might be further qualifications, but I've just listed some which I believe are important.

Why do we need it?
So, a question that often came up in gam's post months ago was that of why we need it. The answer is in two parts, one is that in case the scheduled ref can not make it, a backup is more likely to be available. The other is if a ref for a big match, or any match for that matter, wants to have more help, there would be more people available. I have had situations where the scheduled mod that was reffing was not able to make it, and it was frustrating to me and the team I was playing for. For example, the unofficial MJSTC vs DD match was scheduled at 6 am EST (pretty early) and the mod that was supposed to setup the maps did not wake up in time, so we played 2 of the 3 games on maps that were on that map wave instead of the chosen maps. Also, another situation like this occurred in the unofficial MJSTC vs ADV scheduled at 5 am EST (yes, I was actually up that early XD) and the scheduled mod was not there, so we decided to postpone the match, and personally that was very frustrating considering I just woke up at 4:30 am for the match. If a ref rank would be in existence, then future problems like those (which are guaranteed to happen) would be far less likely to occur.

TL;DR:
A ref rank that would help ref matches or be a backup if the scheduled ref can not make it. Good, knowledgeable and trustworthy people would qualify. This is to be nice to teams as well as mods, as it makes it less likely for a match to be postponed or played without specific maps.
