An Update to the Strikes System and the Mandatory Match Rules

After a lot of discussion, the CTF committee has come to a consensus on updates to the strikes system and mmr, including a strike appeals system, a restriction system for players with recently banned accounts and much more!

The Strikes System:
(Note: These new rules will not be retroactively applied.)​

Chats:
(Strikes will cover behavior on server chats, but not in team chats.)

• Team Chats (Chats made by a team in their discord/skype/etc.) can be used as evidence in a case, but cannot start the case for a strike.
• Official Discord Chats (ex. CTF Rep Discord) will not be in the strike domain; misbehavior will be handled with discord punishments (i.e. server ban, rank loss, etc.

Servers:
(Strikes will cover behavior on both general and match servers.)

• Match Servers: Hacking, repeatedly breaking match rules, very poor sportsmanship, breaking brawl rules etc.
• General Servers: Repetitive targeting, special cases (generally organized or excessive targeting.)
• Ultimately, strikes are up to the committee, and there is some level of discretion required to keep the system working.

For this section we cannot list everything (although most of it is common sense), and there will always be some level of committee discretion.

Changes with how strikes will work:
Both the 1st and 2nd strike will now ban the players from ALL match server events for the duration of the strike. This includes but is not limited to: Official matches, unofficial matches, PPMs, practices, scrimmages, and any and all events. Doing any of the above while striked will result in a further punishment.

Non-Strike Restrictions:​

How they will work:
When player X gets banned, they will receive a 1 month restriction from matches for the first ban, or 2 months restriction for the second ban. These will be removed if the ban is appealed/removed or lifted if an unban is bought (Will still apply for the next one in the event of a bought unban). On the second restriction, if the first one has been removed, it will be 1 month again. This will apply to alternate accounts, and anyone caught alting to avoid a restriction or strike will be punished. (Note: The restriction will be lifted during the appeal process in case it is a false ban.)

Strike Appeals:
(Note: Strike appeals are not currently out, however we are planning to release them soon.)​

How they will work:
You may appeal a strike as soon as the strike is applied or at any point afterwards, but if your first appeal is denied, you must wait 3 months before appealing again. This restriction appeals PER STRIKE. So if a player appeals one strike and it gets denied, they can still appeal their second one immediately. There will be a link to a google form for the appeal process once it is released.

Mandatory Match Rules:​

Class item spam rules:
Medic webs - Around 3-4 webs in a throw consecutively in a condensed area may be grounds for a call.
Ninja eggs - Around 4-5 eggs thrown consecutively may be grounds for a call.
(For both of the above it is roughly half of your item supply.)
Mage spells - Continuous spell fire down a tunnel that would present a gameplay issue (2x1 tunnel or special cases), or continuous spell fire at the flagpost will be considered spell spam if not actively fighting a visible player.
Elf earth element - Continuous earth element usage within a few blocks of you (again, generally trying to kill ninjas or limit mobility around yourself), or down a tunnel that presents a gameplay issue is considered element spam.

Glitch abuse:
Pearling out of a mage's ice spell as ninja is now considered a glitch and is punishable in matches.

Respawn abuse:
Respawning for assassinate as assassin or arrows as elf will both now be considered respawn abuse.

Blocking spawn:
Mage ice spell - Obstructing the enemy spawn, or freezing members of the enemy team in their spawn is considered spawn blocking.
Elf wind element - Wind elementing players out of spawn is now punishable.
Elf earth element - Earth elementing players in the enemy spawn is now considered to be obstructing the enemy spawn.

To clarify, any mandatory match rule breaks will ultimately be up to ref discretion, but this is what you WILL get called for.

A final note:
We (The Committee) are considering removing the necro ban from mandatory match rules, and such encourage teams to try it out in unofficial matches so we can get a sense for where it stands for matches.

Updated rules on mage spam to only include spell spam when not actively fighitng a visible player in the mentioned areas.
Updated rules on elf spam to only include earth spam when at an area that is not spawn.
Edited egg & web spam so that the amounts were not exact, rather guidelines bu adding the word "around" to the descriptions, as the # of eggs/webs mentioned may not always represent an issue.

PMs should generally be handled through use of the /chatreport command.

We had the issue of players on teams that rarely have matches not actually being punished at all due to strikes. Banning from all match server use further enforces the punishment, and is (imo) how it should have been done the entire time.
