Idea Archer "Nerf" (Not Removing Its Instakill)

Personally, my problem with Archer isn't its instakill, it's how easy it can instakill.
Assassin for example, either gets blocked and instakilled back or has to wait to wait for their assassinate to regenerate.
If Pyro misses its frenzy it will have to refill its frenzy bar all over again and will most likely die in the rest of the fight.
Archer on the other hand has no punishment for missing. They can just shoot arrows down like hellfire with 0 worry about anything else. If they run out of arrows they easily can just go to a medic or respawn themselves.
Tl;Dr: Punish archer for missing and I would gladly keep its instakill.

You could add a cool down when they miss or if that's too much maybe when they miss x shots.
