Unlike Winterbolt, Beam came use wide variety of magic, besides ice.
I've never seen the holiday program he was in, but it seems Winterbolt isn't as evil Beam.
Ever seen the D&D character alignments? Beam falls under chaotic evil. You could say he's similar to the Joker.

Winterbolt was from a little kiddy Christmas special, so of course he isn't evil . :v His physical appearance reminds me of Gehenna.

Does Gehenna_Beam have a backstory? Why is he evil? What sort of magic can he use? Is he human? If not, what is he? Why is he always smiling? What is that star-like charm around his neck? Why is he the wizard of misery?

I never really had a good backstory for him.
He's an elf-like creature call a euphorian. Euphorians, true to their name, are always happy, and they give off an aura of happiness. So therefore, everything around them is happy. Ironically, Beam never seemed to feel euphoria. Possibly due to a disorder. Seeing everyone else so happy all time, it slowly ate away at him.

The jewels he wears (the star necklace, the colorful rings) are extension of his powers. They allow him to do virtually anything. He stole them from the euphorians.
His large grin and dilated eyes show you how evil and psychotic he is, like the Joker.

Instead of just taking over the world like any normal villain, he wants it to fall apart around him into complete chaos and suffering.
He doesn't just enjoy seeing others in pain, he also seems to enjoy receiving pain himself, making him a sadomasochist.
