Actually he can't talk. It's a known bug for raid and happens rarely. It requires their profile to be wiped and rolled back, sadly. any staff member attempting to tp to the player to tp them out will also be subsequently stuck and any attempts to tp them to spawn will prove futile.

I think he's just stuck in a nether portal so he can't open his chat. Common trap.
