Yep, and some people have hackers as team, but don't hack themself, so they are 'good'.

The only way to judge how good a player is:
Did they hack?
Did they team with a hacker?
Were they banned?
How good are they? (requires responses from multiple people)
How long have they been playing?
What is their reputation?

Basically all these things can judge a player.
