What makes him different from every other hacker in the past? His alts got banned, were those just "kicks?" He deserves a ban, but it won't happen since he's in the "jerk-circle." Demotions suffice

You do realise I don't have the power to demote moderators? If you're set on making a difference about this, consult an Admin or someone with power

My report to get that thread unlocked said only smods and admins can demote people, not skulduggery.

Well, I tend to get asked my opinions (as I tend to run a lot of the staff interviews and staff managment) but I have no real say as in "This guy should be demoted now"
