Yes, this is pretty acturate. I feel really bad for the players who have started without the reqoil though. The veteran players can just slip back into playing with reqoil but the new guys have no idea. Otherwise I completely agree with you and have also noticed this

you should ask putty to remove recoil for the starter guns (save for l118a), since I've pestered putty too much I think
