Only because you have 60 posts it doesn't mean you're not active. You don't need 200 or 300 posts to be a (Jr.) Moderator. It's recommended to have 200 posts.
I feel like you didn't even read his application.

I feel more like being a positive influence matters more than post count. However, there is a certain point where it becomes impossible to be actively reviewing bug reports, giving help to people and the like as a member. One of my favorite tests is checking how many posts per day this person would have to post for them to have what their post count is.

For Doges, this is actually quite high!
However, this is only because he joined just over one month ago. This is most certainly not enough time on the forums for one to go for mod. His posts-per-day is around 2, maybe a tad more or less. Most mods are on the forums for over 4-5 months before actually getting mod simply because it is hard for a person to fully grasp the forums in 4 weeks.

Also, while this may be surprising, I'm actually on MinecraftBuild a lot. When me and my team die on WarZ a lot, I just go on MinecraftBuild and mess around for a while. I have not seen him on once. Our timezones are only like 1 hour apart, and I'm on for a while. I believe that the problem is that he spends most of his time on WarZ but wants to apply for MinecraftBuild because it is new and needs mods.

I hope I've been able to explain myself with this good-sized explanation.
    Thank you for your time.
