Mod is different from JMOD. Mods can perma ban and check appeals.

@MajoraJora Or he could just start acting like Public when he went rouge, wreck havoc on the community for a while, and then get himself banned again. ;-; I hope not.

I want him to have another chance, Joey was given a second (idk maybe 3rd) chance and look at what he did before. Compare him to Tac.
