As others said its from the activity halt. It's just too prevent lag. Just ask a Manager or Admin to activate it.
This would be very helpful, I don't block players but I'm sure that it would be helpful for those who do block players.

The only thing I can think of for that is a warning system telling them to leave, cobblestone generator to make walls (or some sort of console WE)...
Having a hunter wouldn't be good because what happens if you are one, you can't get coins etc, and lets say you give them coins it may be way more...
