That wouldn't work, i've gotten stuck there too and it's 3 blocks high.
From the fights i had, it wasn't confusing. The vertical element makes it quite fun to fight in.

They moved the cartel to the original rebel base spot and moved the rebel base closer to town.
The wg cartel isn't the new base. It just got moved.
