There are a lot more mods who don't play Mc-War especially since CTF came out. If you stick to only War, you aren't going to see very many mods...
Global mods aren't expected too mod all the servers as much as their main server. It's nice to see them moderate another server once in a while...
Make a monthly cap on trial mods.

I use that spot all the time. It's possible to get there, just really difficult. Try outnumbering or attacking when they are emp'd
