The kill limit was added because in CoD TDM, it's supposed to act as like the other team has given up once you kill enough people on that team....
Nope, but I think you can go past the LAW if you get multiple kills with the Ray-Gun.

Sometimes the Python can kill so fast that it looks like you've been OSKed.

The range was never nerfed, but the reload and firerate was.
We have 10 War servers and 13 War mods. That's more than one mod per server which is enough right now.
More War guns in WarZ wouldn't be a good idea. A diversity of guns between the two servers is better. Plus, some of the War guns like Skullcrusher...
