    We appreciate you explaining your reasoning, and doing it well...
    But if you would please PM him instead, that would be nice.

    Now that I look at this, with the modifications made to the idea, I would like to see this. It is quite balanced, and would make a great addition. It's not overpowered or underpowered; it's just right.

    Like @spiritale said, it is a tactical. I didn't want it to be overly powerful or else it would have been better as a lethal.
