    Thats called "Opening up staff slots for the server".

    Anyways, to be honest, I hardly find any hackers on anymore. Every once in a while somebody may fly up ladders, or have forcefield, or use .insult (trust me, there are some people like HashtagRustled whom I've seen with it) but it's probably once a day or every other day. Back in April I could probably fear that if I killed a big team with a ban history, I may not be online for the next few hours.

    Blink, from what ive SEEN, is teleporting through blocks.
    From what ive HEARD, It is just timer. (Speeding up your game insanely)

    I remember the older days, when I played on WarSkater (Which I recently went back onto) Back in December and those times, I used to hack, literally, I barely knew how to play WarZ without hacks, I had no idea what comboing was, any of that stuff. Then, I decided to try it without hacks, and man did I love it! But recently, with the blink, I had to see what it was and how it worked. So I started hacking. I got banned for blink (My first ban) then I bought an unban. I've realized how much more fun the game is without hacks, and that''s why I deleted every hacked client off my computer.
