    ...But that's what I said...

    What do you mean default feature? That screenshot shows nothing about how you unlock them, which is the point of this thread.

    Putty is level 1 in the screenshot, so it's obvious that you get the ability when you first join the server

    Just because the endereye is in his hotbar doesn't mean he can do anything with it. It still shows the gun shop even if you can't buy anything there.

    EDIT: I'm not saying you're wrong, I'm just saying there's no proof you're right.
