Add a dropped flag pickup delay for teammates

    if a recoverer kills the person with the flag, the flag bounces in a random direction and can be picked up instantly by players of the same team. if the flagholder is hiding out in spawn, there's a dismal chance the recoverer actually gets the recover.

    add a 1-1.5 second delay for friendly flag pickups please.

    So then what would happen if someone dropped a flag near the corresponding flag room? Would teammates have a disadvantage of grabbing a dropped flag over enemies (such as ninjas) recovering the flag? This would seem to make recovering easier in a more secured area, such as near spawn, while improving the chances of early recovers. The idea appears to be fair to even odds. In my opinion, for having a delay for picking up a dropped flag, a selected area to where that would be possible is needed. Thus, this would only impact/improve the chances of recovering in a secure yet resourceful area such as spawn. A suggestion would be to have the delay on one side of the map dedicated to one team, for both teams (for ex., Red members have a delay of grabbing the blue flag on red side).

    if the flagcarrier dies the flag should be recovered more often than not. perhaps using the drop key to intentionally drop the flag could result in an instant team pickup, but if the flagcarrier dies the delay should apply everywhere.

    This was the way it was on MCPVP. I think it's a bug, but I'm not sure.

    yeah, MCPVP had this, it's just something pretty minor so it'd be easy to gloss over when working on getting everything working again.
