    The system can leave behind staff members if it's manual. A promotion format shouldn't be needed. Let's take you as an example.

    Instead of posting an app, the admins would have been contacted because you have over 500 posts, have been mod for a month, and have more than 300 server logins. You would be brought to their attention. Personal like/dislike would be left out of it because they have to reply with a good, concise, reason as to why you shouldn't be promoted, instead of you just not coming to mind.

    That is literally impossible.
    We're humans.
    There will always be some level of bias.
    Even if you try not to be biased.
    It's still there.

    The negative bias is there in manual applications, but it can't logically exist when giving cold, hard, reasons. Let's pretend that I'm an admin on this server that hates asians. Naturally, I don't promote you. However, faced with an alert that says you're ready, what can I do to stop you from climbing the ladder? I can't put "He's an asian" for the deny reason, can I? The system would be mostly automatic, and the manual override only there if there's an extremely special case regarding the staff member.

    EDIT: Sonic, if you're not going to contribute to the discussion, then with all respect due, get out.

    That doesn't stop them from making up a bull**** reason.
    They're admins.
    No-one is higher than them.
    They can make a bull**** reason and no-one will be the better.

    First of all, the reason will be broadcast on the forums. They admins should also provide at least three cases where the player has shown bad judgement or un-educated decisions.

    What I'm describing is a basic form of government. The government is imposed and protected by the people, and even the leaders must follow it. Again, this'll be done by an external program, so the admins can't just not post.

    The external program would have to be programmed and maintained by the admins.
    And if they made it, what stops them from bypassing it?

    This isn't a perfect way to bypass bias. The point is to bring to the attention of admins that a staff member is better. A promotion format can also be implemented in the case a mod thinks they're ready before their time.
