    They can do that once the round starts. In between rounds however, they have a lot of options on what they want to do. This could include being shot at, or shooting other players. (I still think you should add this to your opening.)

    if you used dispencers and spawn eggs it would be instantaneous and no need for a player to be withing range of a spawner.

    If you throw the map in mc edit you can make one egg unlimited. I don't know the filter but I'm sure you could find it pretty quickly through google.
