    Good idea, cartels are very under-used at the moment and it would be cool to have them come into the game more, especially since each cartel is unique, it would be interesting to have fights at cartels.

    I would say 10% would be fair for cartels, anything above that is really pushing things.

    and the idea about a 'global' cartel would be dope. 10% of all drugs, but it takes 15 minutes to capture? That'd be dope. If this idea is considered, the WW Build Group could maybe make this cartel @TheCuffs
