    Hardline with iso and sleight is still op, you get eazzzzzzy nuke....

    this could be ok if the tier I perk only have a little good thing like 10% more steady aim. a perk with 10% more steady aim could be used with the perk "marathon". marathon isn't a so good perk, so your idea could be good if the perks are not so good.

    Only if tier 1 works with tier 1 and tier 2 worked alone this may be ok but still perks are too advantageous to donors as it is so I vote we leave it.
