/tpa issues

When you type /tpa <name>, it is meant to send a request to the desired player. However when you spam it in crucial moments where every second counts, it could turn an already bad situation to an even worse one. Recently there was a /tpa update, and I'm sure that caused the issue. When you spam tp to someone, there is a large chance that the timer will reset as if you just tp'd to them, but the player never receives the tp. It looks kinda like this:

You cannot tp for another 2 seconds!
>types /tpa name
You cannot tp for another 1 seconds!
>types /tpa name 3 times
You cannot tp for another now!
>types /tpa name a final time
You cannot tp for another 120 seconds! (Assuming you're an mvp)

Spamming /tpa isn't something that players can just avoid. We want to juice out every last millisecond before we can tp so that no time is wasted and we can get back to the fight quicker.
