You have to throw the snowball onto the ground in front of someone for them to get stuck in it (if they walk into it). If you throw the snowball directly at someone it will just knock them back (as you said).

There are multiple ways to web people as medic that I've learned.

1. If someone is running towards you (and jumping) then just webbing them in the face usually works.
2. Sometimes, you can land a web above the players head if they are running and jumping, and the web appears above them and they jump into it (a little trickier to pull off).
3. Of course the plain webbing in front of them on the friend works.

Web mechanics can be pretty weird sometimes so it just takes time to get used to it.

Throw the web on the ground so they walk into it. If you throw it at them, they'll generally just get knocked back.

 

Has to do with minecraft hitboxes. If you hit someone right at the edge of a block, the snowballs location could be in one block while the player is just barely in the other, and the web gets placed in the block with the snowball in it.
