    Well it takes a decent amount of skill to aim and hit targets from distances(different from snipers, etc.) but the fact that it explodes makes it rather easy to rack up kills with and appeal to certain level 5 players.

    I bought the ray gun for infect so i could lvl up faster with a lot of kills. I usualy use the famas, msr, or model1887 in other gamemodes. In general, someone is not a donor noob of they use ray guns in infect. If they use them all the time then it can get annoying.
