On the topic of -31, the truth is, I've been a tiny bit lax about the requirements. I know this shouldn't be-- I should stick to them with every fiber of my being, an unwavering force that will only accept those 31+, but I really sympithize with the -31 guys. Many prestiege look down on them, but in truth, they can be pretty good. Never underestimate them.
So yeah, sometimes-rarely-but sometimes , -31 are recruited in. (they must at least be close to prestieging though)
