Because you're not in this guy's POV. He joined the forums, made a mod app and then spammed threads. You, on the other hand, are a well-known former staff member who helps the community.

He didn't post them all in 10 minutes either tall.
It doesn't really matter if he posts multiple threads as long as they aren't really spam. This isn't really spam.
If he's doing it just to get staff he won't be accepted anyways
